Biography

Leo is a Philippines-qualified lawyer. He holds both a BSc in Management and a Juris Doctor from Ateneo de Manila University. He also holds a Master’s in Public Policy with distinction from the University of Cambridge.

Leo advises international financial institutions, States and multinational corporations on a wide range of legal and public policy issues, including regulatory frameworks concerning renewable energy initiatives and other social development projects, political law, commercial law, human rights and social legislation.

Leo is also a Professor of Law at Ateneo De Manila University School of Law and a University Lecturer at the John Gokongwei School of Management.

Leo was previously a Policy Adviser in the UK Government’s National Infrastructure Commission. He has also served as consultant to the International Finance Corporation and the Asian Development Bank on public-private partnerships.

He was also a Court Attorney of the Philippines Supreme Court. During his time with the court, he drafted decisions on a wide range of complex issues, including on environmental law, commercial law, constitutional law, human rights, expropriation, anti-graft and banking law.
